HAD 5760. State Decision Making in Health Policy (3 credits) The ACA delegated substantial implementation powers to the states. States had discretion regarding their actions in support and opposition of the ACA. In doing so, they were able to expand, limit, and control healthcare reform. The result is a federal law implemented by the states, that looks substantially different in form and function from state to state. This course explores the decision making factors that influenced states to choose the actions they did.
